The Health Systems Development Programme seeks to support and facilitate activities and initiatives that shall add value to and postively advance the on-going process of reforming and strengthening the health sector in member states. The programme operates with the recognition the health care financing constraints, compounded by the human resource crisis in the health care workforce, and labour migration.
Programme Objectives
- Strengthen member states policy frameworks for health care financing.
- Increase health services operational efficiency in member states.
- Enhance equity and efficiency in resource alloccation within member states.
- Enhance the mobilization of additional resources for health sector in member states
- Improve management of drugs, pharmaceuticals and other medical supplies within member states.
Programme Accomplishments
The programme has been involved in the development of a regional health care financing strategy, institutionalisation of National Health Accounts in ECSA member states, establishment of health care financing experts committee, enhancement of the Poverty Reduction Strategy Papers(PRSP) process, development of a training programme on health mangement and financing and facilitation of networking activities of the Regional Drug Forum to address drug management issues in ECSA.
