Post of Director of Operations and Institutional Development

The East, Central and Southern African Health Community (ECSA-HC) invites applications for the Post of Director of Operations and Institutional Development from suitably qualified persons who are nationals of member states. The ECSA Member states are Kenya, Lesotho, Malawi, Mauritius, Seychelles, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe.

The Organization

The East, Central and Southern African Health Community (ECSA-HC) is a regional organisation set up in 1974 to promote the highest possible standards of health among member countries. ECSA-HC is mandated to foster cooperation among member states that will lead to the strengthening of health care programmes in the region. The Secretariat implements its activities through specific programmes in Family and Reproductive Health; Food Security and Nutrition; Health Systems and Services Development; HIV/AIDS and Infectious Diseases; Human Resources for Health & Capacity Building, Research, Information and Advocacy and Monitoring and Evaluation.

Broad purpose of the job

To coordinate and provide policy and strategic direction to the business and institutional development of the organisation including management of resources. The Director of Operations and Institutional Development will report to the Director General.

Specific duties

• Facilitate implementation of the annual work plans and strategic plan of the organization by ensuring the necessary inputs towards achieving annual work targets.

• Provide leadership in the development and implementation of human resources management policies and procedures.

• Manage the annual performance appraisals process.

• Participate in the mobilization of resources for the programme activities of the Community from member states and cooperating partners.

• Ensure excellent external relations are maintained with cooperating partners and general public.

• Ensure that internal office services are provided to functional departments effectively and efficiently in order to implement the objectives of the organization.

• Deputizes for the Director General in the day to day administration of the organization.

• Participate in the development and implementation of the ECSA’s Strategic Plan and Annual Work Plans.

Education, professional qualifications and relevant working experience

The jobholder should have a basic degree in a health field or social sciences and a Masters degree in health planning and management, public administration, business administration or related field. He/she should have at least five years senior management experience as head of department with financial and human resources management experience. He/she should have experience in strategic and business planning and management; resource mobilisation including proposal writing and procurement management. Experience in international relations is an added advantage.

Essential skills required

The jobholder should have analytical; expressive and communication; team work ; interpersonal and negotiation; diplomatic; correspondence and report writing skills; public/external relations and computer skills. The jobholder should be able to work under pressure to meet strict time deadlines.

Age: Between 35 and 54 years of age.

Remuneration and Package

An attractive remuneration package will be offered to the right candidate. The details of the package may be obtained on request from the Principal/Permanent Secretary, Ministry of Health in the applicant’s country or the ECSA-HC Office in Arusha.

Contract Appointment

This is a three-year contract appointment renewable once by mutual consent on the part of the employer and the employee.

Method of Application

Nationals from member states who wish to apply for the post should do so, on prescribed application forms obtainable from Principal/Permanent Secretaries of Ministries of Health in their respective countries or download the application forms from ECSA website. All application forms require to be endorsed by the respective PS for submission to the Secretariat. Applications should reach the addressee below by August 15th, 2010
